Under the agreement, bodos-dominated villages, which are currently outside the BTAD, would be involved and those who are not bodo would be excluded, said Hemanta Biswa Sarma, Assam`s finance minister. Bodos, who lived in the hills, would get Scheduled Hill Tribe status, he noted. A tripartite agreement signed on 27 January in New Delhi by representatives of Bodo organizations with the central governments and Assam presents Assam with a new model of power sharing and management, in accordance with the sixth calendar of the Indian Constitution. Among the bodo parts of the agreement are the All Bodo Students` Union (ABSU), the United Peoples Organization (UBPO) and the four factions of the Boroland National Democratic Front (NDFB). All factions of the NDFB must abandon the path of violence, surrender their weapons and disband their armed organizations within one month of the signing of the agreement. The Ministry of the Interior (MHA), the Assam government and the Bodo groups signed an agreement on Monday to draft and rename the Bodoland Territorial District (BTAD) in Assam, which is currently spread across four districts of Kokrajhar, Chirang, Baksa and Udalguri. Sarma said the agreement had not yet addressed the issue of “citizenship or work permit” for non-residents of BTAD, which should be renamed the Bodoland Territorial Region (BTR). Asked whether the agreement was Article 370 (revoked by J-K) in a new form, as it had promoted a special status and greater autonomy for the Bodos, Shah said, “Is it your request to recover Article 370?” – A joint monitoring committee made up of representatives of the Minitry of Affairs (MHA), the Government of Assam , BTC and Bodo is trained to oversee the implementation of the peace agreement. Under the 1986 Mizo Agreement, at least five major peace agreements were concluded with insurgent groups.
But for the first time, a student organization, which had acted as a catalyst and unifier, became an agreement with a civil society conglomerate. It could well be a new peace project for the region. The NDFB fractions are signed by Ranjan Daimari, Govinda Basumatary, Dhiren Boro and B Saoraigra. Shah said the families of those killed during the Bodo movement would each receive 5 Lakh Rs. “A definitive and comprehensive solution has been found to their demands, respecting the territorial integrity of Assam. After the agreement, the NDFB factions will leave the path of violence, surrender their weapons and disband their armed organizations within a month of the signing of the agreement. A special development package of Rs 1500 Crore would be donated by the Centre to carry out specific projects for the development of the Bodo areas, he added. Eu Interior Minister Amit Shah, who chaired the event, said the signing of the agreement “would end the 50-year-old Bodo crisis.” The tripartite agreement was in the presence of the EU`s Minister of the Interior, Amit Shah.
